Introduction

Politics is often discussed through presidents, political parties and national elections. However, for many South Africans, politics is experienced much closer to home — through the quality of municipal services.

When residents turn on a tap and find no water, drive along damaged roads, wait for refuse collection or report problems that remain unresolved, local government becomes more than an abstract political concept. It becomes part of everyday life.

South Africa's Constitution states that local government should provide democratic and accountable government, ensure sustainable service delivery, and promote social and economic development.
